In total, in the 2024-2025 program year, the state will select 5,000 applications and invite for state nomination: 3,000 under the permanent visa 190 and another 2,000 under the temporary regional visa 491.
To receive a state nomination invitation, you need to meet the department and state requirements, and submit a new ROI (this is mandatory), which is completely free.
The main feature of the state program is the very simple requirements for candidates. Applications are accepted from overseas candidates as well as from Victoria’s and regional area state residents.
The state does not have a specific list of occupations, considering candidates from the general SOL list.
Invitation rounds will be conducted within this year; specific selection dates have not been announced.
To obtain state nomination for a visa 190, it is not required to work in the nominated occupation.
Onshore applicants:
You can submit an ROI as an applicant from Australia only if you live in the state of Victoria. Applicants from other states will not be considered.
You сan claim skilled employment when applying for ROI if you are located in the state of Victoria. You can work in any role at the ANZSCO levels 1-2-3, provided that the business-employer and office are physically located in the state. In this case, you can also indicate your annual income (before tax deductions and excluding superannuation) in your ROI. If you are employed in multiple places, you should declare only your highest salary from all of them.
Offshore applicants:
If you live overseas, you can also submit an ROI, but you do not need to declare your annual salary.
It is not necessary to work in the nominated occupation, but it is important to meet all Department and the state requirements.
Onshore applicants:
ROI for a visa 491 are only accepted from candidates living in the regional areas of Victoria, which includes some suburbs of Melbourne such as Mornington Peninsula, Pakenham, and Geelong. In specific cases, exceptions may also apply.
You must also work in a business physically located in regional Victoria. It is not necessary to work in the nominated occupation, but you must declare your annual salary in your ROI.
Offshore applicants:
Overseas applicants are also eligible to apply for visa 491 with Victoria nomination. Such applicants do not need to indicate their salary.
