At the end of August 2024, the internet was buzzing with a groundbreaking announcement about the government’s consideration of a proposal to significantly reduce the number of student enrolments at Australian educational providers. The news stirred up a lot of discussion and even panic among colleges and universities.
We conducted our own research and are ready to share the findings with you!
According to the published data this restriction will apply only to enrolments in higher education and VET courses with the following distribution.
For the calendar year 2025, only 270,000 enrolments will be approved:
However, if a student begins their second year at the same educational provider in 2025, they will not be counted under this year's planning restriction.
These changes will not affect current international students, school students, enrolments in research programs, students in English language courses (ELICOS), exchange students, Australian Government sponsored (and partner sponsored) scholars, students from the Pacific and Timor-Leste.

Moreover, it’s important to remember that enrolment ≠ visa granted. We always keep in mind the visa grant rate for overseas applicants in average: for higher education – 76.76%, and for VET sector – 42.98% (official data 2023-2024).
Thus, the number of visas issued for capped sectors might be even lower than the enrolment caps themselves. On the other hand, more selective policy could increase the enrolment rate due to a more accurate initial filter for “genuine students.”
In conclusion:
I will be honest with you! I believe it’s too early to have any final conclusions. At this point, many educational institutions are actively opposing such restrictions, and I hope the situation will turn to the most positive way for students. Poor international students had too much this year…
